Presidential Search

Candidates' On-Campus Interviews

The Clatsop Community College Board of Education has invited two candidates to the college for on-campus interviews for the position of college president in early August, Jarrod Hogue and Dr. Richard Hopper.

The Board of Education is encouraging college and community participation during each candidate’s 2-day interview visit through a broad spectrum of meetings with various constituent groups. Throughout the interview process, the meetings will be open to the public and with Zoom options whenever possible to offer transparency for all involved (apart from Executive Session meetings with the Board of Education which are not public).

During the assigned group meetings, only individuals who belong to the assigned groups may ask questions and share insights with the candidate, while all others may attend but not contribute or comment.

Those who attend the meetings will be asked to complete a feedback form on the candidates. Feedback will be collected, compiled, and shared with the Board of Education at the Board’s deliberation meeting.

8:30 am: Orientation and Review of Day’s Schedule

9:00 am: Full-time and Part-time Faculty meeting with candidate-Columbia 219 or Zoom

10:30 am: Tour of Lexington Campus

12:30 pm: Community Forum-Barbey Maritime Center at 2042 Marine Dr. in Astoria

2:30 pm: Superintendents and High School Principals meeting with candidate-MERTS-IMTC Lounge or Zoom

3:45 pm: Tour MERTS Campus 

4:45 pm: Foundation meeting with candidate-MERTS-IMTC Lounge or Zoom

8:30 am: Orientation and Review of Day’s Schedule

9:00 am: Classified, Service & Supervisory staff and Students meeting with candidate-Columbia 219 or Zoom

10:30 am: Tour CCC South County building 

12:30 pm: Community Forum-Seaside American Legion

2:45 pm: Cabinet and Interim President meeting with candidate-CCC South County Meeting Room or Zoom

4:30 pm: Board of Education Executive Session with candidate and “no host” Dinner (closed to public)

Candidate Meeting Guidelines

Procedure for Group Assigned Meetings

To maintain an organized and fair meeting environment, the candidates’ meetings with assigned groups will follow the guidelines below:

  • All events will be open to the public with Zoom access if possible (the exception being Board of Education Executive Session meetings). 

  • To start each meeting, the candidate will give opening remarks. 

  • The group assigned the meeting will be seated at the table (or on Zoom) with the candidate and will be able to ask questions and share insights with the candidate. Other interested parties can attend either in person or by zoom as room is available but may neither make comments nor ask questions. 

  • At all Community Forums, anyone may ask questions, but priority will be given to those who are not having focused meeting sessions with the candidate. 

  • When asking question, please raise your hand to be called upon by the candidate to maintain order. Once called on,  identify yourself and your role before stating your question or comment. Please allow everyone to ask a question before asking a second question. No spontaneous comments should be made while others are speaking.

  • Please refrain from asking inappropriate job interview questions regarding ethnicity, marital status, religion, age, health, or political affiliation.

  • An online form and mailing address will be set up for all interested people to leave feedback on the candidates which the board will review before making the final decision. 

Candidate Bios

Jarrod Hogue

Raised in Oregon, Jarrod Hogue brings 25 years of diverse experience in education, including roles in community colleges, universities, K-12 workforce development, and virtual education. Jarrod dedicated over 14 years to Mt. Hood Community College in Gresham, Oregon, where he rose through several promotions to become Associate Vice President and Executive Dean. In these capacities, he served as the chief academic officer for career technical education (CTE), workforce development, high school services, small business, and community education programs. His executive responsibilities encompassed community and employer partnerships, program innovation, budget management, program accreditation, and administration of multiple large state and federal grants.

Following his tenure at MHCC, Jarrod joined Pearson, an education company based in London. There, he managed K-12 school and program portfolios, collaborating with districts, principals, and state agencies, while advocating for legislation and policy. He later founded Math Mentors, a peer-led online math tutoring program designed to enhance math proficiency and confidence among students.

Jarrod holds a Master of Science in Education (Teaching and Learning) from Northern State University in Aberdeen, South Dakota, and a Bachelor of Science from Western Oregon University. Additionally, he works part-time in the maritime industry and holds a United States Coast Guard Master Captain’s License.

Jarrod and his wife, Mary, reside in Skamokawa, Washington, with their two daughters. A first-generation college graduate, Jarrod grew up in St. Helens, Oregon, and remains deeply connected to his roots in the Pacific Northwest.

Dr. Richard Hopper

Richard Hopper has 38 years of professional experience in teaching, higher education administration, economics of education, and international development.  He currently serves as Chief of Party for the US Agency for International Development in Vietnam, overseeing a higher education reform project that aims to improve the governance and quality of 24 public universities.

Dr. Hopper was President of Kennebec Valley Community College in Fairfield, Maine from 2013 to 2021, overseeing major investments in college infrastructure and workforce programming.  KVCC has been ranked among the top 120 community colleges in the United States by the Aspen Institute. He was Interim President at Greenfield Community College in Massachusetts from 2022-2023. 

Dr. Hopper’s earlier research and career focused on higher education worldwide with an emphasis on access and equity for the poor.  From 1998-2013, Dr. Hopper was an Education Specialist for the World Bank conducting analysis, overseeing education operations, and leading technical assistance to governments in more than 70 developing countries.  

Prior to his career at the World Bank, he spent 10 years managing US higher education programs abroad. 

He holds a BA in economics from George Washington University, an MA in international affairs from Webster University in Geneva, Switzerland, along with a master’s and doctorate in education policy from Harvard University. As part of his graduate studies, Dr. Hopper was a Fulbright Doctoral Scholar for one year in Bangladesh.

Presidential Search Hiring Committee Executive Session

The Hiring Committee met in Executive Session pursuant to ORS 192.660(2) (a) and 192.660(7) to discuss the results of the scoring and discussions. After the Executive Session, they met in open session and passed the following motions: 

  1. To eliminate Question 10 from the Zoom interviews.

  2. To interview the top 8 candidates via Zoom. 

  3. To allow each candidate 50 minutes to answer the questions.

No decisions were made at this meeting. The Board of Education will  meet in Executive Session on Thursday, June 13 to discuss the search committee’s results.
