The Associated Student Government is a student-led organization that advocates for student needs and interests, encourages the growth of extracurricular activities, and upholds the recognition of students’ rights and responsibilities.
Our Mission
The Associated Student Government (ASG) at Clatsop Community College is dedicated to creating an inclusive and dynamic academic, social, and cultural environment for all students.
ASG strives to enhance leadership opportunities, promote character development, and amplify student voices in college affairs. Our mission is to represent, serve, and empower every CCC student, ensuring their participation and engagement in all aspects of campus life.

I’m Terra Wolden and i am this year’s ASG secretary. I have attended CCC for five years now and am in the final stretch to get my AAOT. I plan on Transferring to Portland State University next Fall to study History and Theater. I graduated from Seaside High School in 2020 a year earlier than expected. IN my free time I like reading books, spending time with my loved ones, and rescuing animals. I have faced many trials and obstacles on my way to achieving my goals and I want to let you know that anything is possible to overcome with time, faith in yourself, and patience.

Julie Kovatch is the Director, Communications & Marketing at Clatsop Community College. The Office of Communications and Marketing oversees internal and external communication efforts for the college as well as marketing campaigns and community outreach and involvement. Publications, press releases, social media, and website development are housed in this office.
Get Involved with ASG
ASG officers serve as leaders on campus, in the classroom, and in the larger community.
- Enrolled in 6+ credits per term, starting with Fall 2025
- Minimum 2.5 GPA
- Ability to frequently attend in-person meetings and activities at the CCC Lexington Campus
- ASG Time commitment: At least 40 hours per term
- One 4-credit class voucher per term;
- Develop leadership and teamwork skills;

- Hold and maintain a 2.5+ GPA for all college coursework (entering students must hold a 2.5+ GPS for all high school coursework);

Article I: Mission Statement, Values, and ADA Compliance
Section 1: Mission Statement
The Associated Student Government (ASG) of Clatsop Community College exists to serve, represent, and advocate for the student body by fostering leadership, inclusivity, and engagement. ASG is committed to:
○Strengthening student voices in college governance.
○Enhancing campus life through meaningful programs and initiatives.
○Providing resources and opportunities for student success.
○ Upholding the principles of equity, inclusion, and transparency in all decisions.

Section 3: ADA Compliance & Accessibility

●ASG will collaborate with the college’s Disability Services Office to:
○ Ensure all ASG-sponsored events, meetings, and materials are ADA-compliant.

○ Advocate for campus-wide accessibility improvements and address student concerns

Article II: Officer Roles and Duties
Section 1: Executive Board
President
○ Oversees ASG operations, prepares agendas, presides over meetings, and represents ASG
at official events and community engagements.
○Acts as the primary liaison between ASG and the college administration.
Vice President
○Serves as parliamentarian and ensures compliance with bylaws.
○Assumes presidential duties in the President’s absence.
○Maintains and enforces ASG policies and procedures.
○Verifies officer eligibility every term.
Clubs Coordinator
○Facilitates club activities, ensures compliance with club policies, and liaises between
ASG and student organizations.
○Serves as the point of contact for club funding requests and renewals.
Events Coordinator
○Plans and executes campus events in alignment with ASG goals.
○Collaborates with club representatives for event planning and coordination.
Secretary
○Maintains meeting minutes, attendance records, and official ASG documents.
○ Ensures organization and accessibility of ASG records.
Treasurer
○Manages the ASG budget, tracks financial transactions, and provides financial reports during meetings.
○Oversees reimbursement processes and ensures proper allocation of funds.
Public Relations (PR) Coordinator
○ Oversees public relations and communications, manages social media, and promotes
ASG events and initiatives.
○ Works with the CCC Marketing Team to enhance ASG visibility.
Advisor
○Provides guidance to ASG, ensures compliance with college policies, and acts as a liaison between ASG and college administration.
○Non-voting member unless a tie-breaking vote is required.
Article II: Election and Appointment Procedures
Section 1: Eligibility
●Candidates must maintain a minimum GPA of 2.5 , be enrolled in at least six (6) credits , and adhere to the CCC Student Code of Conduct.
●Officers may serve for a maximum of three years (12 terms with summer, 9 without).
Section 2: Election Process
1. President and Vice President Elections
○ Elected annually by the general student body.
○Elections follow a seven-day campaign period before voting.
○ In case of a tie, options include:
■ Co-Presidents/Co-Vice Presidents
■ One candidate accepting a different position
■ A runoff vote
2. Officer Appointments
○Additional officer positions are filled through an application and interview process conducted by the President, Vice President, and Advisor(s).
○A rubric scoring system will be implemented to ensure impartiality.
Article III: Compensation and Credit Reimbursement
●ASG officers are eligible for tuition reimbursement based on their position.
●Reimbursements are issued through the Business Office , and officers must maintain active participation to qualify.
●Credit reimbursement breakdown:
○President– 12 credits
○Vice President– 10 credits
○Clubs Coordinator– 8 credits
○Events Coordinator– 8 credits
○ Secretary– 4 credits
○Treasurer– 4 credits
○ PR Coordinator– 4 credits
● Verification: Officers may be required to submit timesheets to confirm hours worked.
Article VI: Membership and Student Body Definition
Section 1: Student Body Membership
● Any individual enrolled in one (1) or more credits at Clatsop Community College is considered a student and is, therefore, a member of the student body of the Associated Student Government(SBASG).
● As members of the student body, all students have the right to participate in ASG activities, vote in student elections, and engage in student-led initiatives.
Article IV: Probation and Removal
Section 1: Academic Standing
● Officers who fail to meet GPA requirements may petition for probationary status for one term.
● Failure to meet requirements after probation will result in removal from office.
Section 2: Misconduct and Removal Process
● Grounds for removal include:
○ Violation of CCC’s Student Code of Conduct.
○ Financial mismanagement.
○ Failure to perform official duties.
● Review Process:
○ Conducted by the Dean of Student Services and ASG leadership.
○ Removal requires a two-thirds (⅔) vote by ASG members.
● Officers removed due to misconduct forfeit any upcoming tuition reimbursement.
Article V: Student Clubs and Organizations
Section 1: Club Formation and Renewal
● Clubs must submit a Club Development Application for ASG approval.
● Renewal is required annually through an updated officer roster and mission review.
Section 2: Club Funding Requests
● Clubs may request one-time funding through the One-Time Club Funding Request Form.
● Requests must align with CCC’s mission and cannot exceed ASG budget limitations.
● Priority funding is given to clubs that promote diversity, equity, and inclusion.
Section 3: Club Advisors
●Each club must have a faculty or staff advisor who:
○ Oversees club activities.
○ Ensures compliance with CCC policies.
○ Assists in club event planning and financial oversight.
Article VI: Meetings and Parliamentary Authority
Section 1: ASG Meetings
● Agenda Meetings occur at least twice a month and follow Robert’s Rules of Order.
● Quorum: At least two-thirds (⅔) of ASG members must be present.
● Meetings are public , but closed sessions may be held for sensitive matters.
Section 2: Voting Procedures
●Types of motions:
○Motion to vote
○Motion to postpone
○Motion to discontinue discussions
●Voting method:
○ Votes are conducted publicly and recorded in meeting minutes.
○Online voting is permitted for urgent matters with Advisor oversight.
Article VII: Amendments and Bylaw Revisions
● Amendments to these bylaws require a two-thirds (⅔) vote at an official ASG meeting.
● Proposed amendments must be shared with members at least one (1) week before the vote.
●Bylaws may be suspended temporarily with a two-thirds (⅔) vote.
Article VIII: Financial Procedures
Section 1: Budget and Expenditures
●ASG’s fiscal year aligns with CCC’s July 1st – June 30th cycle.
● All expenditures must be approved by the ASG Treasurer and Advisor(s).
Section 2: One-Time Funding
●Requests must be submitted before purchases are made and require receipts for reimbursement.
●Advisor oversight is required for all ASG-approved expenditures.
