Board Bios

CCC Board members are elected public officials. While Board members must reside within the zone they represent, all residents of Clatsop County vote for all Board members regardless of zone.

  • Zone 1:  Precincts 105, 106, 107, 108 and 125 (includes Elsie and Jewell Areas, Knappa-Svensen areas and Westport)
  • Zone 2:  Precincts 103, 102, 101, 104, 105 and portions of 111 and 114 (includes City of Astoria, John Day area, Lewis & Clark area, and Olney-Walluski areas) 
  • Zone 3: Precincts 112, 113, 115, 116, 117, 118, 119, 120, 121, 122, 123, 124 and portions of 114 and  111 (includes City of Cannon Beach, City of Seaside, City of Gearhart, Arch Cape area, City of Warrenton, Clatsop Plains area, Necanicum area south of Seaside, and Stanley Acres north of Seaside).

Ed Johnson was elected to the Clatsop Community College Board of Education in May of 2023.  He has a bachelor’s degree in animal husbandry from the the University of California Davis. He and his wife Jan have raised their ten children and hosted several foreign exchange students on their family farm in Brownsmead. Ed has been involved in various aspects of education most of his adult life. He worked for the University of California extension service for nine years where he helped organize an outdoor education program for migrant farmworker’s children. He served on the Columbia 5-J school board for 8 years and on the Knappa School District Board for 20 years. He was an instructor for the 6229th US Army Reserve school for 11 years. He was a co-founder of the very successful Knappa Schools Foundation. He reads to kindergarteners in Knappa each week and enjoys being a court appointed special advocate for children in foster care.
 
Annually he welcomes homeschoolers and kindergarteners from Astoria and Knappa to his pumpkin patch. 
Ed’s goal is to walk side by side with faculty, staff, and administrators to help propel CCC students to reach their educational goals and be ready to become productive community members.

Term Expires: 2029 

Sheila Roley was appointed to the Clatsop Community College Board of Education in February, 2024. She then ran for election and was elected in 2025. Sheila and her family moved to Clatsop County in 1988, living first in the Gearhart area and then moving to Astoria in 2003. She is a native of Seattle and received her Bachelor of Science in Fisheries Biology from the University of Washington in 1974, and worked with the US Fish and Wildlife Service and later at the University of Washington. 
 
In 1986 she received her teaching credentials at Seattle University and spent 12 years as a science teacher in Seattle and Seaside. She later obtained her Master of Arts in Teaching and School Administration and a Doctorate in Educational Leadership, both at Lewis and Clark College. Sheila spent 30 years in the Seaside School District, 8 as a middle school teacher and 18 years as a principal at the elementary, middle, and high school levels.  In 2016, Sheila became the Superintendent of Schools in Seaside and had the opportunity to be involved in the oversight of the construction of a new district campus, moving all students and operations outside of the tsunami inundation zone.
 
Sheila currently also serves as a board member for Camp Kiwanilong and the North Coast Paddling Club. She previously spent several years on the boards of Clatsop Behavioral Healthcare and the Lower Columbia Youth Soccer Association. In her spare time her favorite activities are dragon boating, and spending time with her family including camping, hiking and cheering at youth sports and musical events.
 
Sheila’s goals for CCC are to continue to provide an excellent community college for our community through visionary leadership, fiscal responsibility, faculty and staff support, and increasing enrollment in the many valuable and vibrant programs that college has to offer.

2026-27 Board Vice Chair

Term Expires: 2027

Lloyd Mueller was elected to the Clatsop Community College Board of Education in May of 2023. Lloyd was born in Milwaukee, Wisconsin and moved to Astoria with his wife and son in 2011 to work at Clatsop Community College. At CCC Lloyd served as Director of Financial Aid for 11 years, retiring in 2022. He has a Bachelor of Fine Arts degree in Printmaking and Drawing from the Milwaukee Institute of Art and Design, Milwaukee Wisconsin. Lloyd has been involved in community advocacy and higher education administration in Wisconsin and Oregon for over 35 years. He has served as a consultant for the College Board and Ruffalo Noel Levitz in the establishment of contemporary enrollment management processes.

He has served in various capacities on local, regional and national advisory groups and boards including elected and appointed offices with the Oregon and Wisconsin Associations of Financial Aid Administrators, the National Association of Student Financial Aid Administrators, the Midwest Assocation of Student Financial Aid Administrators, Great Lakes Higher Education Advisory Board, CHASE Bank Student Loan Advisory Board, and various other entities relating to higher education and student financial aid. He has served a trainer for the U.S. Department of Education. Lloyd has an interest in helping all people obtain educational opportunity through the fair and equitable administration of student financial aid.

Lloyd has an active interest in the fine arts, skiing, cycling, kayaking and all things political.

Term Expires: 2029

Mitra Vazeen was appointed to the Clatsop Community College Board of Education in May 2023. In 2025 she ran for election and was elected. 
 
Mitra was born in Tehran, Iran. She is a graduate of the International School of Tehran, attended Richmond College in England and received an Associate degree in Liberal Arts. In 1979, she immigrated to the United States and studied at the University of Akron earning a Bachelor’s degree in Mass-media Communication. She continued her studies and received her Master’s in Education from George Fox University. Mitra speaks English, Farsi, and French, and was the youngest ever language instructor for the Peace Corps.
 
Mitra and her husband moved to Astoria in 1992. She taught at Clatsop Community College and later opened a restaurant.
 
In 2000, she started working at the Tongue Point Job Corps as a career counselor and worked her way up the management ladder until she became a Center Director, a position which she held at four different Job Corps Centers in the country.  As Center Director of these government-contracted residential high school academic and post high career technical education, she oversaw the entire administration and operation of all student recruitment, education, residential living, recreation, community service, and safety programs and provided the executive management of all the staff operating these programs.
 
Mitra has served as an Executive Board member at Phoenix Business Workforce Development & Pacific Gateway Workforce Investment Board in Long Beach, California. She worked with Labor & Workforce Development committees in Washington D.C. & South Carolina.
 
She was awarded “Women of Inspiration” by the Southern California Council of the American Business Women’s Association as well as the “Go Long Beach award” from the city of Long Beach for her impact on leading staff and students to success. She received Department of Labor’s San Francisco Regional Office “Most Improved Job Corps center” Award. 
 
Mitra‘s experience includes working with state & federal governments, elected officials, and civic groups for the implementation of “Presidential Initiatives” on youth training & employment.
 
In recent years, she has served on the budget committee at Clatsop Community College.          
 
Increased student enrollment, fostering economic growth, and enhanced community relations are among her top goals for the college.

Ashley Flukinger was originally appointed to the Board in 2023. She ran for election and was elected in 2025. 

Ashley is a native of Clatsop County and graduated from Seaside High School in 2003 and went on to obtain her Bachelor’s of Science degree in Psychology with a Spanish minor from Oregon State University in 2007. She graduated from Willamette University College of Law in 2011 with her Juris Doctor.  Currently, Ashley is a practicing attorney in Seaside and also has a real estate broker’s license.

Ashley is very involved in the Seaside community through the Park and Recreation Foundation, Seaside Rotary Club, Seaside Chamber of Commerce, and coaches middle school basketball for Seaside Middle School. 

Her goal in being part of the Board of Education is to serve a broader role in her community.

Jody Stahancyk headshot

Jody Lee Stahancyk was appointed to the CCC Board of Education in September 2021. Jody Stahancyk and her husband John Crawford have owned property in Clatsop County since 1989.

Jody has had a law firm, Stahancyk, Kent and Hook, in Astoria at 552 Commercial Street, for more than twenty years.  Jody attended Linfield College graduating in 1970, she then attended University of Oregon School of Law and was admitted to the bar in 1973. 

Jody has a long history of volunteerism and philanthropy.  Jody is considered a visionary in the world of divorce and family law.  Over two decades ago, Jody created a foundation,  Child Centered Solutions, to address the issues of the impact of family conflict on children. 

Jody joined the CCC Board to serve the local community and to follow in her father’s footsteps, Joe Stahancyk, Chairman of the board of Central Oregon Community College in the 1960’s & ‘70’s.   Jody is sought after statewide as a problem solver who comes up with creative solutions in difficult times.

2026-27 Board Chair

Term Expires: 2027

Bill Montero was appointed to the CCC Board of Education in November 2025. Montero, a longtime Seaside resident, has lived in Zone 3 since 2001. He brings extensive business and leadership experience to the Board, along with a strong personal commitment to community development, education, and workforce growth on the North Coast.

Montero has been active in education and workforce training throughout his career. He became a certified vocational training instructor in Washington State in 1983 and taught computer and vocational courses at the Seattle Opportunities and Industrialization Center and Lake Washington Institute of Technology. Locally, he has contributed to career training programs at the Tongue Point Job Corps Center in Astoria.
