The Student Handbook pulls together all the information you might need as a Clatsop Community College student. The Student Handbook will give you answers to everything from dropping a class to figuring out if the college will be closed for emergency or weather related issues. This is where to look for important information about student conduct, student services and more.

Advising and Registration
Academic Advising

- All first-year certificate/degree-seeking students are assigned a faculty advisor based on their degree pathway.
- This allows the advisor to be well versed in the requirements and guide the student through their pathway.
- Even if a student is currently undecided about their major, faculty advisors can help explore a variety of options. All faculty advisors have scheduled office hours posted on or near their office doors.
- If a student is not seeking a degree, they will not be assigned an advisor but are welcome to make an appointment with or drop by the TRiO SSS/Advising office any time to answer questions and get advice.
- Advisors have the following responsibilities:
- Help students clarify and develop realistic educational career plans.
- Assist students in planning or revising a program consistent with their abilities and interests.
- Monitor progress towards educational/career goals.
- Discuss and reinforce relationships between instructional program and occupation/ career
- Interpret and provide rationale for instructional policies, procedures and requirements.
- Guide students through all designated educational transactions (e.g. schedule, add/ drop, change of major, waiver, graduation requirements).
- Maintain an electronic advising file for each advisee.
- Refer students when academic, attitudinal, attendance, or other personal problems may require intervention by other professionals.
- Inform students of the nature of the advisor/ advisee relationship.
- Request reassignment of advisee to another advisor if necessary.
- Assist students in identifying career opportunities.
- Develop a supportive, professional relationship with advisees.
- Inform students of services available to them.
- Accept responsibility for performing their duties as an advisor
- Advisees have the following responsibilities:
- Clarify their personal values, abilities, interests and goals.
- Contact and make an appointment with the advisor when required or when in need of assistance. If the student finds it impossible to keep the appointment, the student will notify the advisor.
- Become aware of and adhere to Clatsop policies, procedures and requirements.
- Prepare for an advising session and bring appropriate resources and materials.
- Follow through on actions identified during each advising session.
- Evaluate the advising system when requested to strengthen the advising process.
- Request reassignment of a different advisor if necessary.
- Accept responsibility for all decisions.
Adding/Dropping/Withdrawing from a Class
Students may drop a course anytime during a term. Please read the following because after certain times in the term students will be charged for additional added courses.
- There will be no ramifications if a class is dropped by the Monday of the second week of the term.
- If a student drops a class after the first Monday of the second week of the term their financial aid and scholarship funds may be affected.
- Financial Aid funds are based on how many credits a student is enrolled in on Tuesday of the second week of the term.
- It is suggested that all adding and dropping of classes is done by the end of the Monday of the second week of each term to ensure the financial aid awarded is accurate.
- Always check with the Financial Aid office to fully understand the ramifications of dropping a course.

- Click on MyCCC
- Click on Student Planning then on “Go to Plan and Schedule”
- Choose the correct quarter
- Click on the blue drop button associated with the class to be dropped.
- Once the button is clicked the class is dropped.
- If something does not work or there are questions, please contact the First Stop or the Advising office.
- Financial Aid funding is finalized after the first week of the term. All course changes (adds or drops) should be completed by the second Monday of the term. Classes added later are not eligible for financial aid funding.
- If a student does not attend an in-person class or start actively participating in an online class, the student will be reported as not attending and will be dropped from the class. Please go to MyCCC and drop a class instead of depending on the system to drop the class based on not attending.
Registration
Register for courses
- Degree-seeking students should meet with their academic advisor before registering for classes.
- Go to the college website, https://www.clatsopcc.edu/, and click on MyCCC in the right-hand corner, and log in.
- Need help logging in? Review the login assistance web page at: www.clatsopcc.edu/resources/student-login-help.
- If you’re still having trouble, email the IT help desk directly at helpdesk@clatsopcc.edu to reset your password or troubleshoot other technical issues.
- To choose courses to register for, click on the Course Catalog tile in MyCCC. Choose courses by clicking Add Course to Plan. When done choosing courses return to “Home” on the left (the house).
- Next, click on Student Planning, then Go to Plan & Schedule. Review the courses selected for the term and make any adjustments. Courses will appear brown in color. Then, click on Register Now in the upper right-hand corner. This will cause the courses to change from brown to green and say Registered Not Yet Started.
- DO NOT FORGET TO REGISTER FOR THE CLASSES AND MAKE SURE THE CLASSES ARE IN GREEN, NOT BROWN.
- The First Stop can also help with registration and login issues.
Dropping a Course
- Courses can be dropped online in the student portal.
- Courses must be dropped by Monday of the second week of the term to be eligible for a refund and to prevent the class from appearing on an official transcript.
- If a student drops a class after the deadline, the class will remain on the student’s transcript with a “W” to mark it as an official withdraw and will not be eligible for a tuition refund. See the academic calendar on the website, https://www.clatsopcc.edu/schedules-calendars, for applicable dates.
- If a student cannot drop a class online, they have the responsibility to drop the class in-person by completing a Drop/Add Form and submitting it at the First Stop.
- A student may petition for a refund due to a schedule change after the second Monday of the term if there are extenuating circumstances. Reach out to studentaccouts@clatsopcc.edu. with any questions.
- Students are strongly advised to discuss any changes in their schedule with their advisor.
- If a student is currently receiving financial aid; they should check with the Financial Aid Office to see if dropping a class will affect their financial aid status. Other funding sources, such as scholarships, may also be affected by dropping a course.

- Students may also reach out to the instructor and request permission to be added to a section that is over capacity.

- Commonly used by students to establish student status for scholarships, auto insurance, or health insurance, this official document is provided by the Registrar’s Office.
- Available after the first week of each term, the form verifies a student’s enrollment at the college.

- The Associated Student Government (ASG) plays an important role on CCC’s campus by organizing events, participating in leadership activities, and representing students’ interests.
- Each year students elect ASG officers to serve as their student advocates and representatives on campus.
- The officers provide direction and guidance for student government, assisting each member in developing leadership potential.
- Officers also plan special events, encourage club development, and seek to facilitate communication of student interests and concerns to college administrators.
- Officers are assigned to college committees or task forces, serving as a bridge between the student body and the college community.

- Application Process:
- Go to the college website, https://www.clatsopcc.edu, click on MyCCC in the upper right corner, and log in.
- Click on the Graduation Overview tile and follow the instructions. If you need assistance, please contact the First Stop.
- Graduation is the official awarding of two-year degrees and one-year certificates. This means that students have completed all necessary credit requirements.
- Commencement is the ceremony celebrating the completion of educational programs. “Walking” during commencement does not always mean a student has officially graduated.
- Commencement is held on the last Friday of the Spring term.
Phi Theta Kappa Honor Society

Phi Theta Kappa (PTK) is an international honors society for two-year colleges. Pi Phi Chapter of Phi Theta Kappa at Clatsop Community College promotes scholarship, the development of leadership and service, and the cultivation of fellowship among qualified students.
- Membership is by invitation and inductions into Phi Theta Kappa occur three times annually.
- To qualify students must have
- completed 12 semester hours of course work leading to a degree,
- have a cumulative Grade Point Average (GPA) of 3.5 on a 4.0 scale,
- possess recognized qualities of citizenship,
- have adhered to the school conduct code.
- To qualify as a part-time student the individual must have completed 12 credit hours in two consecutive terms
- must meet the same GPA requirements and other requirements as full-time students.
- Grades for completed at other post-secondary institutions will be considered when determining membership eligibility.
- A cumulative Grade Point Average (GPA) of 3.0 must be maintained to remain in good standing in Phi Theta Kappa.

Standards of Student Conduct
Clatsop Community College students are members of the college learning community.
Students from different backgrounds and experiences commit to the values of respect, accountability, service, and integrity. Students conduct themselves with integrity and understand that the quality of their educational experience is predicated on the quality of their individual academic work, mutual respect for the values of others, and service to the community.

Financial Aid
- The first step to receiving financial aid is filling out and submitting the Free Application for Federal Student Aid found at:

- The Financial Aid Office provides information on the Financial Aid application process, including exploring different financial aid options, assistance with filling out financial aid forms, requesting student loans, and providing financial counseling upon request.

General Financial Information

- Federal regulations (part 668.41 – Student Assistance General Provisions) require certain information be provided to all enrolled students on an annual basis, and to all prospective students.

Satisfactory Academic Progress Guidelines
- Clatsop Community College is required by federal and state regulations to define and enforce standards of satisfactory academic progress (SAP) which students must maintain to continue receiving financial assistance.
- SAP is determined each term based on a student’s cumulative GPA and the total credits they have earned at Clatsop Community College. Please refer to the following chart:

- Students who do not meet the minimum CGPA and/or complete the required number of credits listed above will be disqualified from financial assistance.

- Maximum Credit Limit: Federal regulations require that a school define a maximum number of credits within which a student must complete their program.
- At Clatsop CC a student is expected to complete a one-year certificate within 150% of the published length of the certificate or a two-year degree within 135 credits.
- All credits attempted at Clatsop CC and any credits a student attempted at other institutions will be used in the calculation.
- Appeals: If a student is disqualified for not maintaining the appropriate cumulative GPA (CGPA) and/or credit completion rate or not completing their program within the maximum credits allowed, and the student believes they have extenuating circumstances that caused them to be disqualified, they may petition for a review of their situation.
- Petitions will be reviewed by the Director of Financial Aid and may be forwarded to the Financial Issues Committee for further review.
- Petitions are available at the Financial Aid Office and on the college website.
- Important Consideration: If a student finds themself in the dilemma of having to either drop a course or risk their cumulative GPA dropping below the required minimum for academic progress, they should contact the Financial Aid Office and/or their academic advisor for help in making the decision on what to do.
- It may be to the student’s advantage to drop a class, rather than having their cumulative GPA drop, which may affect their aid eligibility for a longer period.
- It is to the student’s advantage to make a total withdraw from all classes rather than just stop attending class.
- Students may still be disqualified from receiving aid under the Academic Progress guidelines; however, a withdraw “W” on their grade transcript does not lower their cumulative GPA like all “F’s,” and will make their return to college in the future much easier.

- If a student is offered an unsubsidized loan, additional steps are required before it is disbursed.
- The student must be enrolled at least half time in order to qualify.
- The award amount varies based on a student’s eligibility.

- GED® Preparation Class Hours:
- The schedule changes based on the current needs of the program.
- Contact the program for the most current schedule.
- The GED® consists of four tests:
- Reasoning Through Language Arts
- Social Studies
- Science
- Mathematical Reasoning.
- It is available in English and Spanish versions.
- Upon successful completion of the tests, the GED® credential is awarded by the Oregon Department of Education.

- Each term, the on-line bookstore store will open approximately 4 to 6 weeks before the start of the term. At that time, students will be sent a code to be used at checkout allowing up to $500 in books to be added to a student’s account.
- This code allows students to charge their books now and pay later.
- If students have financial aid or scholarships, the amount used at the online bookstore will be deducted from their financial aid or scholarships along with their tuition and fees.
- If students do not have financial aid, scholarships, or sponsorship, students will be responsible for paying for the books (if they used the code and charged their books) along with their tuition and fees by the deadline published each term.

The library is a safe space where all students are welcome. There are a host of resources to help students succeed at Clatsop Community College.
- The service desk – students can find someone to help and answer almost any question. Students can access reserve materials for classes, and they can check out laptop computers, books, DVDs, and a variety of other items.
- The library lounge – a multi-use area that houses computers for students and the public to use as well as popular materials such as newspapers, journals, magazines, DVDs, books on CD, and kid’s books. Everyone is welcome to eat in this area. Drinks with lids are welcome throughout the library.
- The family study room – for students who have children with them. There are computers, easy access to the restrooms, children’s books, a whiteboard, and kid’s furniture.
- The bulk of the library collection, organized according to the Library of Congress Classification Outline, is housed on the north side of the main floor, there are also quiet study tables and carrels with USB hubs and electrical outlets.
- Three group study rooms for students – can be reserved up to a week in advance for up to three hours. These rooms have meeting tables and whiteboards.
- Second floor of the library – There is a collection of graphic novels, and books about fine art and photography. There’s plenty of comfy seating as well as iMacs and PCs on adjustable tables. The top floor of the library also has the best views on campus.
- Writing Center – Located upstairs students can get help with writing or other subjects. Drop-in tutoring is available, or students can schedule a tutoring session. Students can also become tutors. Find out more at https://www.clatsopcc.edu/tutoring.

General Parking
- There is no charge to park on CCC campuses.
- Parking is available on a first come basis during open campus hours.
- Vehicles left overnight and during campus closures are subject to towing.
Disabled Parking
- Parking spaces for persons with disabilities are available at all CCC facilities.
- ADA accessible disability parking spaces and aisles are marked with signage and surface painting. Students must have a state issued Disabled Person Parking Permit placard displayed in their car to park in these spaces.
- Vehicles found illegally parked in a designated disabled parking place or isle may be ticketed or towed at the owner’s risk and expense.

Fees:
- Technology Fee: Covers equipment, software, licensing, and staffing to support and improve technology for teaching and learning for all students
- Consolidated Fee: Supports costs associated with registration, library services, advising and counseling, career center, tutoring, energy, Graduation Application, and Associated Student Government (ASG).
- Student Activity Fee: Supports student governance, engagement, civic activities, and on campus activities
- Course Fees: Most classes have additional fees to help cover the cost of materials or supplies that are used in the class. They will be listed on the student’s statement (accessed in Student Finance) in MyCCC.
- Maritime Course Fees: The maritime classes have large course fees covering the cost of maintaining United States Coast Guard approved training and safety equipment required as part of these courses. Equipment such as breathing apparatus, personal protective equipment, immersion suits, lifeboats, and davits are used in the classes.
- Late Payment Fee: A late payment fee of $50 will be charged to a student’s account if their bill is not paid for in full (or an installment plan is not set up) by the second Monday of the term. An additional $15/month will be added to delinquent accounts.

Financial Aid Refunds - Direct Deposit
Financial Aid will be first applied to the charges on a student’s account, if there are leftover funds they may be refunded to the student for living expenses. Students can have their financial aid refunds deposited directly into their banking account by following these steps:

- Click on MyCCC in the upper righthand corner
- Click on the Student Finance tile
- Click on Make a Payment and continue to the Payment Center
- Click on Refund Account Setup or Electronic Refunds
- Choose Multi Factor Authentication
- You should receive a text or email with a passcode, enter the passcode and verify
- Click on Set Up a New Account and enter your banking information
- Please be aware that to set up your direct deposit you will need your checking or savings account and routing number. If you need assistance, please stop by the First Stop located in Columbia Hall 9:00-12:00 or the Business Office located on the lower level of the library 12:00-5:00.
Fines and Holds
- If a student has outstanding debts to the college such as unpaid tuition and fees, equipment that has not been returned or was damaged, library books that have not been returned, etc., they will be placed in the college’s “hold file.”
- This means they will not be allowed to register for classes until they have taken care of the outstanding debts.
- Students need to meet with the administrator of the department that placed them on “Hold” to have the hold on registration removed.
- A registration hold will also be placed on a student’s file if they are suspended from a class or classes or otherwise denied access to Clatsop Community College for violations of the Student Code of Conduct.
Refunds for Course Changes
- Students dropping/withdrawing from courses must do so through their MyCCC account, or in-person at the First Stop in accordance with published deadlines.
- To qualify for a tuition refund, a student must withdraw from a regular term length course by 5 p.m. on the second Monday of the term.
- There is no refund for courses dropped after the second Monday of the term.

Refund Petition
- Clatsop Community College acknowledges that occasionally a student will be forced to withdraw from classes outside of the refund period due to circumstances beyond their control (job relocation, medical emergencies, etc.).
- The college provides a tuition and fee refund petition process.

- A partial or full refund may be granted after review of all documentation by the Director of Accounting.
- The review may involve speaking to the student’s advisor or an on-campus counselor.
- A written decision will be mailed to the student.
- This petition is to be used whether or not a class has been paid. If a student has paid and their petition is approved the student will receive a refund.

- It is the college’s policy to keep student records in compliance with state and federal laws and regulations.
- To ensure the confidentiality of student records, the college will establish and maintain student record policies and procedures in accordance with the Family Educational Rights and Privacy Act (FERPA) of 1974.
- Compliance with federal regulations also requires that the college identify student data that will be designated as “Directory Information.” Clatsop Community College considers the following to be directory information and may be released without prior written authorization from the student:

- Terms attended
- Degrees and awards received
- College staff may refuse to give out directory information if

Release of Student Information & FERPA
- It is the policy of Clatsop Community College to release student information known as “directory” information.
- Directory information at Clatsop is defined as: name, address, major field of study, terms of attendance, degrees and awards received.
- In addition to the College’s directory information, the Solomon Amendment requires by law that the College release students’ name, address, telephone number, date of birth, education level, major, and degrees received, upon request from recruiters of the branches of the United States military.
- If a student does not want this information released, they must indicate so in writing by completing a Request for Non-Disclosure of Student Information Form, available at the First Stop on the first floor of Columbia Hall.
- The Family Education Rights and Privacy Act (FERPA) gives students the right to:

- If a student is already logged in to MyCCC or their student email account, they will automatically be taken to the Canvas Dashboard page.
- If not already logged in, it will be necessary to log in.
- The student email address and password will be used to login to the Canvas Account.
- If students don’t know what their email address is, please contact the First Stop in Columbia Hall.
- If a password does not work or cannot be remembered students should email helpdesk@clatsopcc.edu
Computer Login Failures
- Students experiencing problems logging in to their student email and Office 365, Canvas, or MyCCC, can either visit the First Stop or send an email from an email address they regularly check to helpdesk@clatsopcc.edu.
- The email needs to have the student’s full name and student ID number to verify it is truly them.
