REQUEST FOR PROPOSALS (RFP) CLATSOP COMMUNITY COLLEGE Date of Issue: 25 June 2008 PUBLISHED NOTICE Clatsop Community College is seeking proposals from experienced Construction Manager/General Contractors (CM/GC) to coordinate and manage the proposed construction and renovation activities related to the College’s “Jerome Campus Redevelopment Project” in Astoria, Oregon. General concepts of the Jerome Campus Redevelopment Project consist of the following two phases: Phase B (North Campus) includes but not limited to: Complete renovation of Towler Hall (including seismic upgrades); Partial renovation of Patriot Hall; Demolition of the Patriot Hall addition (between Patriot and Towler Hall); Relocation of existing and distribution of new site utilities; Removal of two decommissioned underground storage tanks and potential removal of contaminated surrounding soils; Site work and landscaping. It is the intent of Clatsop Community College to enter into a contract with the selected CM/GC based on a guaranteed maximum price (GMP) for the defined phases of the work, based upon available project funding resources. This is a state funded project; contracts and work associated with this project shall comply with all applicable state & federal laws and contractual provisions including but not limited to: Oregon Bureau of Labor and Industries Prevailing Wage Laws and Equal Employment Opportunity. Clatsop Community College encourages the submittal of responses from women, minority-owned, and emerging small business enterprises. Potentially, additional project funding is anticipated to be received from FEMA (Federal Emergency Management Act), specifically related to the Towler Hall seismic upgrades. Funding received from FEMA will require the application of Federal Davis-Bacon Prevailing Wage Laws and FEMA related contract provisions/requirements. Clatsop Community College may reject any responses not in compliance with all prescribed public bidding procedures and may cancel this solicitation or reject any or all responses upon the findings of Clatsop Community College that is in the public interest to do so.
